Cannot add anything to Dashboard

So I am trying to add a Dashboard, but when I go to User Preferences → Dashboard → Dashboard Actions, I cannot add an action. When I click the Add button, a window opens, but the list of available actions is empty.

I am aware that there is a 2019 thread Usage of Dashboard module, but I could not find a solution there.

Dashboard can only be used with actions that was designed to be used on dashboard.
No standard modules define such action.
