I am not sure if we have any similar platform or not but it would be a nice idea to have a platform where we can publish our modules, something on similar lines of PyPI or Odoo App Store. This will facilitate us to find the community developed modules under single window, filtered on the versions, category and description of the module.
Well indeed we encourage people to publish their module on pypi.org using the Framework :: Tryton classifier. We advertise about it on the download page third party section.
And we have https://discuss.tryton.org/c/third-party-modules as curated listing.
