Of course there are a lot of variables to manage to compute the payrolls.
My idea is to find a proper desing for the paylisp document and by start by allowing the user to just fill them manually supporting the computation by specialized agency.
Once we are have the basis we may create new modules to implement the other required features as you have properly listed.
