is it possible to have multiple package products for a single Carrier? If not, what would be the intended way to handle the case, if lets say my Carrier DPD offers shipping in different packages?

The product on carrier is the shipping service to use to invoice the shipping cost. By default the module uses the list price for sales and the cost price for purchase. But there are different modules that allows to compute the cost based on other criteria like the weight.
If you really want to distinct different level of service from a carrier, you can create multiple carrier (using the same party) and link them to different product.
