i want to activate module health_proc in tryton module by using cammand and also by tryton client All module active one module(health_proc) is not activating.

I do not understand exactly what have you tried?
If you want to activate the module health_proc by command line, you just need to run:

$ trytond-admin -c <config file> -d <database name> -u health_proc --activate-dependencies
