I’ve filled Issue 11911: Add party communication module - Tryton issue tracker which implements the models described in this blueprint.
It still just missing the folloup model and the wizard to ease the creation of the followup.
I also added a extra dependency with document modules (sale, purchase) which adds the reference to the case and a relate from such module which allows to create communcations directly from the relate.
