Sorry but I do not read this requirement. The only point is Art. 29 but it does not say that the ordering date is the accounting fact.

Indeed are neither described the numbering nor the date criteria, there is only a vague mention.

You’re right. But in this case the requirements appears at the moment of ledger/books presentation.
I would be charmed to give you a link with the requirement description but I couldn’t find it.
If someone else have this official information please post it.
